Until October 2016 head of the department of commercial law and professor at the institute of state and administrative law at the University of Vienna. In addition to his academic appointments: Environmental Ombudsman of lower Austria (1985-1991); member of the environmental tribunal at the Ministry of Environment (2000-2014); chairman of the Task Reform Commission (2000-2001); member of the Austrian-Convent (2002-2003); repeatedly member of deregulation commissions at the Ministry of Economics.
